The two-stage cooling rule, and why most kitchens miss the first stage
135°F to 70°F in two hours, then down to 41°F within six hours total. The second number is the one everyone quotes and the first is the one that fails.

Cooling is where more kitchens fail an inspection than on any other temperature rule, and almost always for the same reason: the first stage is much shorter than people remember, and by the time anyone checks, it has already been missed.
The rule
FDA Food Code §3‑501.14(A) requires cooked time/temperature control for safety food to be cooled:
- From 135°F to 70°F (57°C to 21°C) within 2 hours, and
- From 135°F to 41°F (57°C to 5°C) within 6 hours total.
Read those together, because they interlock. The two-hour clock and the six-hour clock start at the same moment. Clearing the first stage leaves four hours for the rest; missing it means the batch has already failed, no matter what the thermometer says at hour six.
There is a separate rule for food that was never cooked. §3‑501.14(B): food prepared from ingredients at ambient temperature — cut melon, sliced tomato, tuna salad made from tinned fish — must reach 41°F within 4 hours. One stage, tighter window, and it applies to a lot of prep that nobody thinks of as cooling.
Why the first stage is the one that fails
135°F to 70°F is the widest part of the temperature range bacteria multiply fastest in, which is exactly why the Code puts the tightest limit there. It is also the part that happens while the kitchen is still busy.
A full hotel pan of chilli at 180°F, lidded and put straight into a walk-in, can easily still be above 70°F three hours later. It is a large mass with poor surface area, in a cabinet designed to hold cold things cold rather than to remove heat quickly. Everything about it feels right and the physics does not care.
The failure is nearly always invisible without measuring. Nobody notices, because nobody takes the two-hour reading — and the six-hour reading often looks fine, which is worse, because it produces a passing record for a batch that was never safe.
What actually works
None of this is novel; it is what the Code's own annex and most inspectors will tell you.
- Shrink the mass. Divide into shallower pans, ideally under two inches deep. This is the single biggest lever and costs nothing.
- Ice wands or an ice bath for liquids — stock, soup, sauce, gravy.
- Leave it uncovered in the walk-in until it is through the danger zone, then cover. Cover it hot and you have built an insulated box.
- Do not stack pans while cooling. Air has to reach the sides.
- Start the clock at 135°F, not at service. The two hours are counted from when it drops through 135, not from when you decided to put it away.
What to record
A cooling record that only shows the final temperature cannot demonstrate compliance, because it does not contain the number the rule turns on. To be worth anything it needs:
- What the item was, and the batch or time it was cooked.
- The time it passed 135°F — the start of the clock.
- The temperature at the two-hour mark. This is the entry that proves the first stage, and the one most commonly absent.
- The temperature when it reached 41°F, and the time.
- Who took the readings.
- What was done if a stage was missed — reheated to 165°F and cooled again, or discarded. Both are legitimate; not recording either is not.
A missed cooling stage with a corrective action beside it reads as a kitchen paying attention. A cooling log with no failures in it across a whole year reads, to an experienced inspector, as a log nobody was really keeping.
One caveat worth taking seriously
The figures above are from the FDA Food Code, which is a model — states adopt their own versions, sometimes several editions behind, occasionally with amendments. The cooling parameters have been stable for a long time and are unlikely to differ where you are, but the document that governs you is your state's adopted code, not this page. Check it, and confirm anything you intend to build a procedure around.
